Continue until all the incisions are filled with garlic, rosemary and anchovy. In a large, shallow dish, combine the olive oil, garlic and rosemary. Add the lamb and turn to coat. Rub surface of roast with rosemary and garlic. Place roast on the rack of a broiler pan or roasting pan; insert a meat thermometer into thickest portion of roast.
